[Citation.]" Dr. Centeno's opinion regarding applicant's permanent and stationary date did not constitute substantial evidence because it was conclusory and because, in light of applicant's subsequent improvement, it was based on facts no longer germane. We therefore amend the WCJ's decision to reflect that applicant was not permanent and stationary until March 28, 2019 and defer the issue of any temporary disability after July 17, 2017.3
