QME Dr. Char did not address industrial injury to neck and low back because these body parts were denied and no diagnostics were performed, which is inconsistent with law requiring medical-legal evaluators to address all contested medical issues; therefore, these issues are deferred for further development.
The parties stipulated to 12% permanent disability for the right wrist and forearm based on QME Dr. Char's report, which was accepted and affirmed by the Board.
